They are not mj at all.
They are buds, just of other plants. Most of them having relxing qualities, much the same way herbal teas would. I actually would suggest making teas with most of these 'legal buds' than smoking.
Salvia D, however, is often used in a lot of these mixes. It is legal in most of the US, but a few states have banned it. It DOES indeed have psychotropic effects.

lots of things look like lots of other things - its called "nature"!
they are not psychoactive in any way, shape or form ( not even a PLACEBO EFFECT, sorry)
