People have been ingesting plant sterols since man first walked the earth. Vegetarians, obviously, consume a lot, there have been NO recorded instances of 'over-dosage', only 3 -5% enters bloodstream. The only problem observed to date is a slight reduction of carotenoid absorption in the body, but, at the amounts you would be liable to consume I would say most experts would state that the 'proven' benefits outweigh any 'unproven' risks. Go for it !

You can, buy why not take something a bit more effective such as flax seed oil, red rice yeast extract, and borage oil. Good luck.

Yes, too much of anything can be a bad thing (even oxygen or water).
Just those few products won't be too much, as most food items have either small amounts or are fortified with smaller amounts. Taking a pill of Plant Sterols, some margarine, and fortified OJ would be perfectly fine, though.
If you want more benefits for Cholesterol, try supplementing those with other things for Cholesterol health like Policosanol, Red Yeast Rice, Pantethine, Niacin, Lecithin, Beta Sitosterol, or Garlic. Some people are allergic to the natural statins in Red Yeast Rice, so watch for any reaction if you want to try that. Good luck!
