As a Level 1 Reiki (In BC Canada) are you allowed to charge for your time giving!

Question: The government of Canada does not regulate the practice of Reiki. Specific municipal governments may have by-laws that make it difficult to set up a business unless you can convince them you are a member of a self-regulating professional organization (Think IARP or CRA) but this is not usually the case.

In terms of charging at level one, most schools do allow you to work with others at that stage. Most level one courses give specific instructions and hand positions for treating others. So theoretically, you can do it. Practically though, a Reiki III certificate is what most clients will be looking for. There is a perception that the treatment isn't fully effective unless you have the highest training available. This may cause a limitation in the number of clients willing to pay for your services.

If you are asking will the government allow you to charge, the answer is I don't know as I am in the USA. But can a level one reiki practitioner charge for their time the answer is yes. You just are not allowed to teach.

As a Level 1 Reiki attuned person, you should not be treating others.

Level 1 is for self treating. Once you have Level 2, then you can treat others.

Charging for it? I'd suggest you contact some local Reiki Master/teachers and ask them about that. They should be better able to tell you about local laws.
