A humidifier in her room with several drops of eucalyptus essential oil mixed in with the water should help.

do not self medicate a breathing problem you need a doctor ASAP as it could become more serious and possibly a chest xray
if it is constantly wheezy, thats something you might want to see your pedi about. In the meantime, run a humidifier or a cool mist vaporizer, which ever you prefer, people seem to have their own opinion as to which is best for chest problems. Also you could try holding her in the bathroom while running hot hot water in the shower, the steam should help loosen her congestion up. sorry im not much of a help, this is what I do when my babies have chest colds, its really something that you either have to wait it out with no comfort to the baby, or just go see the doctor

Your baby needs to be evaluated by a physician. Medications to dilate the bronchioles, cause her to urinate, and possibly kill fungus will be needed.
You may have some temporary luck with caffeine, but it is not safe to give to a baby. Physicians use it to save the lives of preemies, but then only under constant supervision by a nurse or two.
Any other natural remedy is too dangerous to try.
Take your baby to a free clinic if you have to, or to your local Health Department.
If the child suffers from respiratory problems the best thing would be to the child away from pets cold weather and tobacco smokers.
