Doctors typically don't want to prescribe in bulk because they can legally only prescribe to one person at a time and too much of a prescription at once may go bad too soon to warrant prescribing bulk.
If your partner is doing some sort of drug dispensing, they would have to go through the proper channels of a distributor to get the drugs, not going through a doctor.

What is a dispensing *** course? Perhaps if she googled dispensing *** she might get some relevant answers. Or she could simply ask a doctor.
