Yes, it is, but a mild one. It also has a specific detoxifying effect, because it stimulates the kidneys to get rid of uric acid. Excessive levels of uric acid are what is behind gout, so it can help with that, and many people who have aches and pains which haven't been diagnosed can be helped by it as well.

It has properties of a diuretic, but anything green will assist in expelling waste products from the body.

Apparently it is. Funny thing though, years ago (40+) when I was pregnant it was on the forbidden foods list my doctor gave me to avoid water retention. Go figure.

The water content in celery is higher than in any other human food so it should help with fluids. Parsley is very diuretic.
