the absolute best way is tkae
salt
highest percentage rubbing alcohol
put salt in pipe and then fill with rubbing alcohol. then shake very hard for as long as you can. when you pour it out all of the gunk will come out with it. do as many times as necessary. assuming ur using a glass pipe....for tobacco

I once did the soap and water, then just water thing and blew it out.Worked ok.Depends on what you put in the pipe.If its something sticky.Good luck.I ended up with a new pipe.

use a reamer made for cleaning pipes and use alcohol vodka or ethyl alcohol, on a pipe cleaner to do the mouth piece. the salt etc and a bag will ruin the pipe, sure as GOD made little green apples.talk to a good tobacconist to get started right.
no salt,rubbing alcohol etc ever!!!

The best way, that I've found, is hot water and a pipe cleaner.. Not a decorative pipe cleaner, but one made to actually clean out pipes (it's sturdier instead of soft and fluffy). You can find this at your local tobacconist, wherever you buy your tobacco or bought your pipe at, or you can find one on a chemist website (to clean out beakers) if you don't have a tobacconist in your immediate area.

Soak the pipe in hot (not boiling, just hot from the tap) water for a bit to loosen the goo, and then use the pipe cleaner to loosen anything still stuck on there. If you're using a glass pipe, don't worry, it won't be scratched.

There are many methods that people swear by, but I've found that plain hot water and the pipe cleaner works just fine. It will take a bit of soaking, and a bit of scrubbing, at least at first if you haven't cleaned it in a while, but if you do it regularly it won't take much time.

I've also heard that soaking the pipe in Simple Green works well (as probably any grease-fighting cleaner would), but personally I like the plain hot water method.
