I don't know about lowering BP, but fish oil lowers cholesterol.

Fish oil may act as a "blood thinner" of sorts if it is high in omega-3. As far as vinegar, i can't say there is any science or proof behind it but that's not to say there isn't. People seem to love to say apple cider vinegar cures all the world of all problems. Unfortunately it's mostly old wives tales. Exercise, weightloss, and the DASH diet is the way to go for lowering blood pressure without the use of drugs.

The very nature of Fish Oil is that it helps with cardiovascular health due to the EPA (one of the Omega-3 fatty acids) content. It can help with cholesterol... and if there is less cholesterol in your veins and arteries, your blood won't have to push as hard to get around, which can make for lower blood pressure. It can also thin out the blood, which makes it even easier for the blood to flow around.
As far as the vinegar, Apple Cider Vinegar is just a good cleanser. Cleansers can help with things throughout the whole body in low amounts because when your body is cleaner, it can work more efficiently. But if it does lower your blood pressure, it would be a minimal difference.

If you're looking for something natural to help with blood pressure, there are quite a few options. Aside from diet and exercise, there are some herbs that are very beneficial for Blood Pressure. The most popular ones are Fish Oil, Hawthorn Berries, L-Arginine, C12 Peptides (from milk protein casein), Bonito Peptides, and Garlic.

People I have discussed this with --- one nurse -- said that the vinegar on foods is even worse but I stick with it when I prepare ham, ribs, etc and I notice I do not get headaches --- maybe because my pressure did not rise --- all headaches are not symptoms of hypertension ---- sometimes there are no symptoms at all of hypertension that's why it's called the silent killer.

What you can do is take your bp readings before you drink the vinegar and give it some time to act --- probably a few hours and see.

I also know from experience that oatmeal on a regular basis for a month lowers your cholesterol and so does olive oil.
Fresh garlic cloves boiled lowers hypertension quickly and it incorporated in the diet lowers hypertension. However, if you are on anti-hypertensive medication and/or blood thinners (anti-coagulants) talk to your doctor first.
