im just going to use white tissue paper.
lay out the bud.
roll it up. light it.
is that all i have to do??

you should soak the paper in lighter fluid first, let it completely dry, then roll your joint. lighting up is just the beginning of the high you will get
dont listen to them, what you need to do is find a friend or a buddy who is 18, have thm buy you slow burn zig zag papers, there meant for rolling, tissue paper is too thin andf will literaly burn your weed trust me. its worth the wait for the papers.

Tissue paper won't work. Just get a soda can, put a nice dent on the part furthest away from the drink end. Poke a few holes in it with a needle and you have a crude but usable pipe.
