No, they won't... they are entirely different parts of the body and have different recovery aspects.
What I mean is that with muscle recovery, L-Arginine is very helpful because it helps increase circulation, which helps to prevent the Lactic Acid from building up (which is what makes the muscles ache). Also, the body needs protein to rebuild muscles after exercise so that helps in recovery as well.

However, neither of those would help with the ACL or MCL because that's an entirely different issue. Specifically, there's no Lactic Acid that caused any damage (the surgery and injury did) so L-Arginine wouldn't help. Also, the protein helps in recovery because your body needs the protein to repair and rebuild cells... having a healthy intake of protein will help your body to build healthy tissues as it repairs your ACL and MCL.
There is a huge difference between recovering muscles and recovering from surgery, though... minor tissue repair (eg. skin or muscle cells) is a normal everyday process, but major tissue repair (repairing a cut open muscle or a large flesh wound) takes much more time and effort for your body to repair it. Daily protein intake is important for overall health and will help your body recover in general (compared to abstaining from protein), but it won't make you heal much faster than you would otherwise from a surgery like this.

The best thing to help recovery of a major repair like this would be proper nutrition and resting it. Once it's healed enough, I'm sure the doctors will set you up with a Physical Therapist to help build the strength back up. Good luck and I hope I helped!
