For health care settings like hospitals and clinics, optimum alcohol concentration to kill germs is 70% to 95 %. The alcohol in hand sanitizers may not have the 10–15 seconds exposure time required to denature proteins and lyse cells in too low quantities (0.3 mL) or concentrations (below 60%).

what i heard is 70% alcohol solution kill the most germ. Standard rubbing alcohol comes in 70%. however most hand sanitizer come between 62%-65%
However more is not better because too much alcohol will dry your skin

Hand sanitizers have 60-65 % alcohol concentration. They kills around 95 -99% of the germs. Hnece i can say that hand sanitizers having alcohol more than 60% are good for use.
