Emu Oil is literally oil from an Emu (which is a bird similar to an Ostrich) that is native to Australia. There's a mention about the oil at http://en.wikipedia.org/wiki/Emu#Economi… (which also mentions how it's produces and whatnot), but that's more of surface info about them.

As far as the oil itself, it is very beneficial for the health of the skin as well as moisturizing the skin. Many people use it to fight wrinkles because it moisturizes so well, but it's not a permanent fix (as in it won't prevent wrinkles, for example). It's great to use for a daily moisturizer if that's all you're looking for, too.

For the cost, that entirely depends on where you get it and what brand it is. As long as it's pure Emu Oil from a good quality company, it'll be virtually the same across the board. I've seen it from good quality companies ranging from around $15 for a 4 oz bottle up to $50 (I don't recall if it was a 4 or 8 oz bottle)... it's not cheap, but it is very well liked by most people that use it. I've noticed that most of the times that someone lists a price and a sales pitch, the website tends to be either a fake site (they don't send the real item you order) or a fraud site (where they may take your credit card information and either take more money or just run with the number).
