if your bp is exceptionally high, you're older and have indications of cerebral ischemia it is understandable. if your systolic is not over 160-170, and you have no other contraindications, you might consult an upper cervical specific practitioner. they do not use rotary type (neck twisting)adjustments. (right nitrous, if your so-called "real" doctor was worth a spit, he would have helped this person already).
