in the finger, the knuckles are there but the joint are two bones fused so it cant bend

Unlikely.
If the muscles are present to move the joint potentially it could happen. However the fused joint would have to be seperated and articulating surfaces be placed in the joint in order for it to possibly function. it is unlikely it would function well if at all.
You would need surgical intervention.
