Question: Is there something about gastrocnemius and/or soleus that makes it hard to lengthen the calf?
After years and years of yoga and active stretching, I know my hamstrings, glutes and shoulder area muscles have gotten longer but the calves just don't seem to get anywhere with dorsiflexion stretching. For instance, in downward-facing dog, my heels don't seem any closer to the floor.
Could it have something to do with the posterior compartment?

It could also be affected by the structure of the ankle complex, its supporting ligaments, or politeus.
I have met a couple of patients with apparent calf tightning who have had popliteus tightning.
