forget trying to cover it up, that's only worse for his health, Incense are nasty stuff, as are any other cover ups.. You have to find a way to vent the smoke out. I'm guessing there is some technical issue opening the window and putting on a fan ? . Other then that, filtering ( either with a room filter and filtering your smoke through a papertowel roll, filled with carbon filter material ( sold as house air filters, it's a black material, that absorbs odors, but it'd still be risky.
If your brother is going to be out of the house all night then I'd say do this- DO put a towel under the door so the smoke doesn't get out into the rest of the flat. Open a window. Since it's legal for you to do it then you don't have to worry about the police. Just make sure you have your prescription to show them if they show up. Then, at the end of the night when everyone leaves you need to Febreze everything- rug, pillows, sofa, curtains, basically every thing with any fabric. For Febreze to work the fabric has to be completely wet with the Febreze. So, don't just spray a little and move on- get it all wet. In the future you should switch to edibles when your brother is around. You can get just as high (more even) and achieve the same medical benefits as smoking. Most dispensaries carry lots of edibles. If you don't want to do that then consider buying a vaporizer. They are smoke free.
