Salvia leaves are not worth much in the raw state. What people buy and smoke is a salvia EXTRACT. A 20x extract (20 times the strength of the raw, dried leaves) is like 20-25$ for a gram in California. As far as the leaves, there aren't worth much unless he makes them into an extract.

I have heard of people reselling them for $1-3 per gram, but usually people around here in Vermont opt to sell, and buy, an an eight (3.5g) for about $3-9 or a slice (7g) for about $7-20, people typically do not buy a single gram because the leaf is weak and mainly good for chewing among those who haven't worked down their tolerance yet, and that requires multiple grams I myself have chewed up to 7 grams in one sitting, one hell of a good experience if you can excuse the horrid taste

He doesn't have enough to start selling them. Distributors have kilos and sell ounces. Either way you can compare vendors and costs (per gram) of extracts and dried leaves at http://www.salviasuppliers.com.
