I don't believe you can simply put an age on when an individual would be ready for sexual activity. Everyone matures at different rates. Some 18 year olds are still not mature enough to handle sexual activity.

For example, girls get emotionally attached from a physical connection and guys do not that alone is a lot of pain when you find out you've been used. Also, when guys that young decide to spread rumors about his partner (This could also be the girl doing this) especially in high school if their relationship or whatever it was didn't end well. Thirdly the emotional connection is not there, at 17 you aren't old enough to understand the concept of real love tied with sex and being at that level, it a lot of times at that age ruins the relationship because one isn't ready for such an overwhelming expression.
