Many people believe that the monks that used it just wanted it to happen so it gave them a psychosomatic or placebo response (whatever you'd like to call it)... they wanted it to suppress their sexual desire, so it did. Graham Crackers were made for the same reasons... seriously. http://en.wikipedia.org/wiki/Graham_crac… points out that it was first made by Reverend Graham to suppress "carnal urges."
Anyway, back to the Agnus Castus (also called Vitex or Chasteberry)... http://en.wikipedia.org/wiki/Vitex_agnus… points out some of the theories about this, but it has been shown in current research that most people (especially women) experience better sexual health from it, but it's generally best for women's "monthly issues" (PMS and such).
I haven't heard of it being successfully used to completely suppress sexual desire for a long time, but the theory/myth still persists. I hope this helps to clear it up!
