My neti pot feels great when I use it with salt water, but when I rinse with tap water it is uncomforatble. W

Why is this? Can I skip the tap water part?

I never rise with tap water.

Your nasal mucus is not made up of straight water - it naturally has salts in it - so same with your eyes... saline is fine, but straight water can burn.
