My question on benifit was for those who abuse the system not for those who are ill or retired?

What's wrong with the system is the all or nothing rule.

Very few people are 100% disabled. My uncle had meningitis as a child. He was mentally retarded and had serious problems with his vision. For that he would get 85% disability allowance in Belgium. He was allowed to work too. When he was younger he did a paper round. It was all he was capable of doing but it allowed him to feel a bit more 'normal' i suppose.

In the UK someone that can't walk 5 blocks to the supermarket get an allowance to allow them mobility.
The person that can walk but not carry their shopping back because of upper body problems has no right to any mobility since they are mobile. So they have to go shopping in small bits or get taxis.
The system encourages people to lay it on. It's all or nothing.
