This is a very strong chinese herb, traditionally used to help women with things like PMS and hormone problems.
I'd suggest you don't just start taking it; get an appointment with either a herbalist, or a chinese herbalist, they will be able to advise you properly.
If you go to a chinese herbalist, make sure you go to a reputable chain; if you're in the UK, Herbal Inn are fairly good.
