Is morphine shortens life of a person who is in hospice care, why doctors always prescribe this medications as PRN or regular basis.
Can a trained staff (med. clerk) can administer a pre-filled (pharmacy filled) morphine?

Why do you say morphine shortens the life of a person who is in hospice care?
Hospice is created to care for a dying patient. Why would you want to prolong the life when there is no quality of life?
The reason physicians prescribe morphine, fentanyl and other drugs in that class is because most of the people who are dying from a disease process have some degree of pain. Morphine is one of the most effective pain treatments we know. If we withold the morphine, does it make it better if they live a month longer but are in agony?
I'm not positive of the regulations, and I'm not sure exactly what you are asking. If you mean while the patient is at home, patients are given medications by family members all the time. If you are in the hospital, a nurse needs to administer it. If you are in a nursing home, you need to ask the director what the guidelines of the nursing home say about that situation.
