in practice, this means that men tend to get pimples more when they're teenagers, but as they grow older their skin gets thicker and more used to androgenous effects and they get fewer pimples. women tend to get more pimples as they approach their period: this is when hormone levels change and in particular androgen levels can increase.
i think on average men probably get more pimples than women, but there isn't that much difference really, particularly as people get older.
