You are talking about lungs and not nose, for the lungs you need a bronchodilator to clear congestion.
Steam inhalation wont work.
Use a nebulizer it will clear the lungs.
Check what causes congestion in your lungs.
STOP SMOKING.
If you are a smoker, then it is difficult to ease congestion. It will keep on recurring and lead to emphysema.
