Yes, there is a listening program called "Sound Therapy" which has had a lot of success with both those conditions.

I started Sound Therapy myself in 2003, as I had noise-induced hearing loss and tinnitus. My hearing started improving after a month or so - I noticed I could hear on the telephone much better, which had long been an issue for me. It took longer for my tinnitus to start reducing - originally it got a bit worse, which is apparently normal (it's a sign that it is working), and it was such a relief when one day I realised that the noise had gone!
