I have heard that Dandelion (Taraxacum) is good for some diseases, but is it safe to use it after it blooms?
I know that it's the best when it's young, but is it too late to use it now, when it's already bloomed? Can it get toxic or something?

If you are after the roots, then like many medicinal roots, it is best from the first-year plants at the end of the season, after they quit flowering and have stored their food for the winter.
But I have dug dandelion root at any time of year and been satisfied with the results. The leaves, if you are using them for food, are better in the early spring before they get too bitter.
