That's easy. Homeopathy was invented in the 19th century by someone (Hahnemann) who had absolutely no clue about physiology, pharmacology or chemistry. Homeopathy does not work by any known scientific principles. If a homeopathic remedy works in someone it is because of the placebo effect, not because some herb diluted a billion billion times has any effect. Countries with even a slightly rational system will not license homeopathic clinics because it is about as sensible as a witches' spell. You don't see many of those licensed either.
