Dilute Neem oil before applying it to face?

I just bought 100% neem oil to use for a skin condition. Must it be diluted before applying it to the skin? The bottle has no instructions.

So not use Neem Oil to your face. Who advised you to do so ? He or she must not be your Friends or well wishers.
