I'm an acupuncturist who has worked with addicts on occasion. I've worked with smokers as well as individuals who were suffering from methamphetamine addiction.
There is a specific protocol that is used by acupuncturists for the purpose of assisting addicts with recovery. The NADA protocol (National Acupuncture Detoxification Association) is used by practitioners trained in its system to assist recovery in individuals who are experiencing withdrawal syndromes.
Its commonly used in methadone clinics to assist with the withdrawal from heroine and I have used it with smokers to counteract the severe cravings they get when they start to quit.
The NADA protocol is a series of 5 points in the ear, and in my experience no patient has had side effects as a result of this particular treatment.

As for acupuncture leading to headaches...it certainly can but is typically a result of an inappropriate treatments. Not all acupuncturists are created equal!
