Tell a parent or a Counselor. Even if they told you in strict confidence. If they are close to you and you care for this person then tell, because they could fatally hurt themselves. Self mutilation is usually associated with deeper issues. We have to sometimes look out for people that we care for, when they cant look out for themselves.

I would tell them that it's a normal response for many people who have no other way of coping with overwhelming feelings. Thousands of people suffer from this, there is help available. I would tell them to join a support group either online or in person, and see a professional who could provide non-judmental help and therapy. I would not judge them or try to shame them in any way, I would do research so I could understand them.
Try to talk to them.Observe them suggest they speak to a counsler. MHMR has 800 numbers for people to call to talk to get them connected with them. There are groups that can help.
