Why is this sicko your friend??? Tell him that if he so much as asks her out you will report him!!!!!!!!! And then if he does - make sure you do report him. Meanwhile talk to the 13 year olds school or parents and pre-warn them to keep her safe. Give them your friends details and let her father make mince meat of him.

With something like this, you need to make it clear. I'm sure he knows its wrong, he'd have to be a complete retard not to. Maybe research the consequences he'd face if anything between them were to happen. I'm sure the jail sentence would steer him away.

Does the said 13 year old girl know? and if so is she leading him on? Younger girls can be flattered by an older male being attracted to them..
Perhaps try and point him in the direction of another (older) woman?
But really I think, without being rude, and in a calm and polite manner,you need to tell him directly, you need to point out the fact that theres a 10 year age gap and at 13 she is still basically a little girl. And perhaps mention all the legalities etc.
Dont tell HIM anything. If he does the slightest thing inform the police. I know from experience how pedifilia can affect lives and i would never want anyone to experience it. I hope the girl is also smart enough to stay away. Just keep reinforcing that its illegal and suggest counseling. Its better than jail. I sure hope ur not talking about urself...if so get help.
if all else fails...make him watch the show To Catch a Predator it will scare anyone.
I think in a situation like that it's best to be direct. Just a "dude, get real, you wanna go to jail?" should get your point across.
