Specialized disorders are best diagnosed by a specialist. Such as a psychiatrist.
A family doctor can diagnose ADD but bipolar needs a psychiatrist.
A general practicioner can diagnose ADD and a psychiatrist is usually used to diagnose bipolar and other serious mood disorders
I suggest you go to a psychologist ( a shrink).
I got diagnosed for my bipolarity by a psychiatrist. They're generally the ones who do it. Although, you should know, many don't test positive for bipolar their first test. You may have to go back several times if your symptoms reoccur.
