She lack of self confidence. can't take compliments. Be gentle with her, yet still compliment her if she deserve it.
Invite her for a drink after work. Sure, she'll say no at first, but eventually will open up with the right support
I would just think that she was grateful that you would tell her something like that. It probably made her day.
Honestly, she sounds polite, but if you're referring to her, I think she meant well, but could have said she appreciates your bosses sentiments. If you have some ambiguity over this girl already, there must be some underlying reason.

heheeh i would be that quite shy soft spoken type of person. I would just laugh about if someone did that to me. I think she is a good person and get a good impression.
