That's a two fold question, Yes you can tell about people in the way that they express themselves but only to a degree. Someone who's able to express themselves well are usually better educated and more confident about themselves and their place in the world. People who aren't as well educated have problems with expressing them selves which might give someone else a false impression of their personality.
