BPD is a Cluster B personality disorder, therefore it is under the same category as histrionic, narcissistic, and antisocial. That may be where her confusion stems from in regards to arrogance and empathy, as these relate somewhat more to the remaining three personality disorders undler cluster B.
People with BPD CAN and DO show empathy, and may only appear arrogant because they split the world and their relationships into black and white. Amoung other things, people with BPD experience problems with fear of abandonmnent and emotional regulation, leading them to love people one day and hate them the next.
Most people believe that she is bipolar.
Not actually being her psychiatrist or medical doctor, I can't really answer this. In my opinion, though, she does meet many of the criteria for Borderline Personality Disorder, as well as Bipolar I disorder. However, like everyone else out there, I'm only presented with what the media shows me about her personality. People really aren't diagnosable through magazine articles and tabloid reports; they need to be evaluated by mental health clinicians.
But it can be fun to just compare symptoms sometimes and see what certain people might fall under. Check out the DSM-IV (a book of diagnoses used by mental health professionals) to find symptoms and criteria.

I'm not a doctor- but I do know BPD- is the hardest mental illnesses to treat. The person is arrogant, doesn't care about others, and is the center of the universe- in their eyes. They also do not have the ability to feel empathy towards others. I really do not see this in her- I mean, in the past, she seemed very caring and you know she loves those boys.
I would go with manic- depressive. It also would not surprise me if she has drug abuse issues which GREATLY intensify this illness.
There are not many child stars who move into adulthood as a healthy, well balanced adult. Her parents, management, the industry, papparazzi all have alot to answer for.
