Age also carries some weight here, for though not acceptable, a two year old who touches himself in company would not be considered a sexual deviant, whilst an adult male would.

Out of context, it means nothing. The meaning depends on the context and who is saying it. For example, it means different things outside and inside a marriage. Outside a marriage, again, what is the context? Are you in school? How old are you? What is your religion? The word "deviant" means "outside of the norm".
