I think so, it is called Tianeptine also and is a relatively new drug. Looks really good though for depression. I think it depends where you live as to where you can get it, but people in London seem to be able to get it according to some forums I just browsed through.

as far as I know: no. and I haven't heard anything about registration in the nearest future.
the claimed mechanism of antidepressive properties is a bit weird. however, I've seen it being used and being effective(not UK) but I'm not sure if it wasn't just the placebo effect. it is recommended for 'mild/moderate depression', so from start it's not really likely to work as a chmical agent.

it is not new, it's been registered in france for at least 10 years.
