I know a guy who is 17 and doesn't masturbate. He views me as a weird person because I'm a girl and I started masturbating at 14. I don't think there is anything psychologically wrong with him, BUT, he is going to have a looootttt of boners throughout his life until he gets an orgasm from himself or someone else. Seriously. This kid can't wear jeans to school because his boners are visible a lot. I'm not joking. He has to wear loose sweatpants.
If your friend doesn't want to masturbate, it's his choice...I'm sure he doesn't want to stay a virgin his entire life, so if he meets a girl he likes he'll probably eventually end up doing stuff with her. He is just super old fashioned and super religious. I think he is ok psychologically.
let him know everyone does it and hand him a playboy.....after thumbing through it he wont have a choice
