Answers:
Perhaps he's suffering from Clinical Depression or Major Depressive Disorder as characterized by his lethargy and perhaps "psychomotor retardation!."

Here are the symptoms:

* Persistent sad, anxious or "empty" mood
* Loss of appetite and/or weight loss or conversely overeating and weight gain
* Insomnia, early morning awakening, or oversleeping
* Restlessness or irritability
* Psychomotor agitation or psychomotor retardation
* Feelings of worthlessness, inappropriate guilt, helplessness
* Feelings of hopelessness, pessimism
* Difficulty thinking, concentrating, remembering or making decisions
* Thoughts of death or suicide or attempts at suicide
* Loss of interest or pleasure in hobbies and activities that were once enjoyed
* Withdrawal from social situations, family and friends
* Decreased energy, fatigue, feeling "slowed down" or sluggish
* Persistent physical symptoms that do not respond to treatment, such as headaches, digestive problems, and chronic pain

I have suffered from this sickness by the way and consulted a psychiatrist!. She then prescribed me with anti-depressants and took it for 6 months straight!. And luckily I was able to recover pretty quickly and is up and kicking now :) hehe

I suggest though that you take him to a mental health expert!.Www@Answer-Health@Com

first call 911, and get the EMS under way, elevate feet, keep person warm, look for pulse and respirations, if they are present, search for ID and any indications of medical history!. Stay with him till EMS arrives!. Let's face it, if he is in the street, you aren't going to have medications on you to give him, all you can do is supportive care until EMS arrives and takes over!.
He could have overdosed on drugs, he could be diabetic, he could have epilepsy, there are any number of things that could be happening, but out in the field on the street, you can't do much for him other than to keep him warm, and maintain circulation to the brain!. So always institute 911 first, the sooner they get there, the sooner he can be effectively treated!.Www@Answer-Health@Com

If you are a non-professional, first I would check his personal belongings to see if he is a Type one diabetic that may have fallen into a coma!. Then, I would smell his breath for any signs of alcohol and check his arms for signs of needle marks!. I would also check his breathing and heart rate for irregularities and wait for paramedics!.

As far as medications, for an overdose usually a synthetic form of adrenaline is used like epinephrine!. A diabetic can be given glucose in the form of an I!.V!. or if awake enough can drink orange juice with a relatively fast response to it!.Www@Answer-Health@Com

honestly the best thing to do is call the paramedics, they're trained for this!. i know you would like to help this person yourself, but you could end up hurting the person insteadWww@Answer-Health@Com

By definition, a person cannot be lethargic and unresponsive at the same time!. You'd better do a better triage!.Www@Answer-Health@Com

Heatstroke or something!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.!.

Better take him to a Doc!.Www@Answer-Health@Com
