Girls aren't all that complicated you just have to understand what nature has hardwired them to think!.
Try doing these things:
Hygiene- if you can't take care how could you take care of them!?
Clothing- if you aren't overweight make sure your clothes aren't to big!. Girls can't admire your body if they can't see it!.
Appearance- However you dress make it look like it was intentional!. Tell them who you are by how you look (I know it's shallow but that's how it works)!.
Breaking the ice (also known to pickup artist as opening a set)-
Find a reason for you to talk to them that is applicable to the situation!. i!.e!. If you were at a club you might open with "Hey did you see that fight outside!?" This gives you a reason to talk to them and they feel less threatened than if you just walking up and said hello!. (I know this sounds strange but so are girls)
Conversation- This is the most difficult part!. Until you get really good at talking to them just remember girls love to talk about themselves!. At first just ask questions and let them do most of the talking!. Pretend whatever they are saying is the most interesting thing in the whole world!. When you do talk make sure whatever you talk about is interesting to HER or she will blow you off like the other 15 guys that night who tried to approach her!.
Get rid of "the fear"- If you are acting uncomfortable around them then they will also feel uncomfortable!.
Get used to rejection- It's going to happen a lot until you get better!. Don't get your feeling hurt if you walk up to a girl then she hides in the restroom from you!. Just don't talk to her anymore and if she wasn't hiding from you she will find you when she comes back out!.

Try one version!. Then, when the girls flock, evaluate how attractive they are on average and see how gorgeous/hideous the outliers are!. If you're going for volume, focus on the average/on-the-whole sexiness; if you just want one hot chick, the outliers will be sufficient!.
Repeat with the other version!. Compare and contrast results!.
