If a person firmly believes that people are out to harm him/her when there is little to no evidence that this is the case, it's called a delusion (or a paranoid delusion), which is a symptom of psychosis!. The best-known psychotic disorder is schizophrenia, and in this case, it could be the Paranoid type of schizophrenia!.

If, on the other hand, you're talking about a person who becomes extremely defensive to perceived criticism from others (feel people are against one's ideas), it could be anything from an anxiety disorder to Borderline Personality Disorder to a depressive disorder, or possibly just a personality quirk that doesn't meet criteria for a disorder at all!.
