Answers:
It is a sure bet that the other people in the home know of her abuse and do nothing about it!.
Call the Department of Family Children Services!.
Ask them to investigate!. Be sure to get the name of the person you talk to!.
If they give you static, present yourself at your local police department, and tell them that the other department didn't take you seriously!.
They will take you seriously!.
Your report can be kept anonymous!.
Good for you!.Www@Answer-Health@Com

Sorry about the copy and paste, but I think they say it best:

How To Report Child Abuse or Neglect

The job of protecting children starts in the community!. While certain people are required by law to report child mistreatment, anyone can make a report of suspected abuse!. The sooner the authorities know about a child, the faster they can move to help!.

Things to Look For

Children who are maltreated are:

* often left home alone
* in the neighborhood for long periods without supervision
* frequently hungry
* dressed inadequately for the weather
* absent from school frequently
* bruised or have other marks of physical violence
* withdrawn or overly aggressive
* not receiving needed medical attention

How to Report

If a child is in immediate danger (obviously being beaten or left alone overnight, for example), the police should be called immediately!.

In all other cases, reports should be made to the DFCS office in the county where the child lives!.

People who call to report suspected abuse do not have to be sure maltreatment has occurred!. They simply report what they have seen or heard!. The authorities will investigate and confirm whether or not abuse has occurred!. People who call are asked to give the name and location of the child and the name of the suspected perpetrator!.

Reports are confidential and those who call do not have to give their name!. However, it is most helpful to the child in the long run if the reporter is willing to give his or her name and address and, if necessary, testify in court!.Www@Answer-Health@Com

You cannot do much, without interference which will only lead to problems for yourself too!.
Make sure she knows that your their for her, and always will be!. She probably feels very worthless and insecure because of this verbal and physical abuse!. Inform her of her strengths, and daily compliments wouldn't go astray!. Advize her to seek help, whether it be kids helpline an anonymous councelling agency or organize an appointment with a councellor face to face!. This is wrong, what her brothers are doing!. Advize her to talk to her relatives about what her brothers are doing and make sure she knows that keeping quiet is the worst thing she can do!. Have a good day :)Www@Answer-Health@Com

talk to someone else in her family who cares and may be able to help, if that is not possible, maybe they can move out
sometimes there are homes where they can move to temporarily until they can find their own apartment , maybe tell a social worker if you know one, call welfare for them for more advice
good luckWww@Answer-Health@Com

Well if her parents are responsible then tell them, or if they are just igonoring it, which seems to be the case then call an abused children hotline and they can help alot, but before calling that try to talk to her parents or someone in her family!.Www@Answer-Health@Com
