What to do any advice please?!

i have been involved with somebody and he does not want to go to the next level because he thinks i am not over my ex boyfriend when i am over him he told me this Next, where we are at is here!. I am a bit uncertain about us BECAUSE of what happened AND because he keeps on creeping into our conversations!. When you stop talking about himt and his attempts to talk to you, then we can move on to the next step!. It is not fair to me to continue to talk about your former love!. Every time you and I speak, we mention him!. I am tired of it!. Ok!? he also brings him up but like i told him that he is out of my life!.i am not to sure about this guy because to me it sounds sound he is coming up with excuses!.any advice as to what to do about this situation please!? thanks
