It depends on your height, I've included a link to a BMI calculator, check it out, it will let you know if you are overweight for your height!.
You can also go to a gym or dietitian and get a full evaluation done, they will measure your body fat and look at your bone structure!.

Ha Ha!. Your question made me hide under the bed covers!. You are 4 pounds less than me!. Congratulations! and I mean it!. I lose 2 pounds and then gain back 3!. Funny!.
If you are obese then yes you are fat!.
If you are not obese then you are ok!.
hmm!.!.you might have to reduce 20 pounds and losing it slow is ok as long as you are feeling fine!. One should not lose weight suddenly too!.
Some simple tricks are -
1) go for small walks after meals!.
2) use stairs instead of elevator (unless you the building is 50 floors tall lol)
3) have small meals, you can have more than normal number of meals!.

Now do not get disheartened!.!.!.start working on it!. You are lucky it takes a lot for me to reduce the 1-2 pounds i mentioned above, I end up walking between 2-5 miles a day to lose it!.

200 pounds is like 91 kilos!.
Depending on your height, you may not even be overweight!.
But there have been people at 300kilos!.
and they lost the weight over many months!.
