she thinks he "needs her"
he doesn't
he will always choose drugs over her
but he'll keep saying "i love u" and "i promise promise it won't happen again" and she'll believe him every time!.
it isn't a healthy relationship
(sounds like she's also the enabler of a codependency)
and she's being stupid!.
i don't know how or if u can fix it
i suppose u could tell her all this as often as possible
or perhaps report the boyfriend to authorities
but, in the end, she's probably have to keep getting herself hurt until it's so bad she'll have no choice but to leave him!. although, she may have seriously fucked up her life by then!. at that point, all u can do is help her get better!.
