First, manic bi-polar is not the correct terminology!. You are either manic, or your are bi-polar!. Manic means super hyper!. Bi-polar means mood swings with depression and manic behavior alternating!. No, a person is not certifiably insane!. Bi-polar is not defined as insane!. It is not known what exactly causes bi-polar but it is generally associated with a chemical imbalance in the body!. Bi-polar, although not curable, is treatable and people can live with this disorder and live very happy and productive lives if the right treatment is found!.
