From my research and interest in psychology and the mind/brain, I am diagnosing you with Schizophrenia. You're so young, and I'm sure it's terrifying. Please, tell your parents, if they don't know. And if your counselor isn't working, find a new one.
I have a Schizophrenic best friend, and what he explains to me breaks my heart. His Schizophrenia isn't the same as what I believe you have, but still. I know I'm part of the reason he has it, as well.
I have chronic depression, severe anxiety, OCD going along with them, and early signs of Schizophrenia. I was bulimic and anorexic not long ago. I may develop Schizophrenia in the near or far future.
Anyways, get help soon. I believe there is medication and treatment that can help with your symptoms, if you're willing.

generally, when you hear mean voices over such a long period of time it suggests that you have been through a trauma when you were little. The only way to get rid of it is to get to the source i.e. get to know what you have been through!
Since you are so young...I would suggest you to talk to your parents about it...or if they already know ask them to take you to some psychoanalyst or something--at least someone who is enough qualified to help you! Or if they do not have the means of doing it...ask your counselor to get you to one! Usually schools do that for their students with problems like you have
And yeah...unless you are told by someone who is qualified to tell you so, never confront the voices by yourself! They can do you a lot of harm--like turning you mad....or they can scare you so much that you have an attack and either you end up in a coma or you die!! But of course there will be some point where you will have to do so!
One thing more...do not let them scare you and prevent you from doing things you want
