Oh, that's always been a hot debate in psychological circles, and it probably always will be. What they like to do, though, is something called "operationalization." That is, they ask whether a person's mental state keeps them from living life to the fullest/functioning effectively/living a normal, safe (for others and themselves), productive, happy life--and if it does hinder them, then they call the source of the hindrance a psychological disorder.

I realize that doesn't say much about abnormality, but that's because abnormality is so nebulous. Different people, groups, cultures, etc., will call different behaviors normal or not. It can vary across time periods, too. If it's so uncertain, it really isn't fair to give someone an official label that's so potentially stigmatizing (e.g., crazy). Really all you can do, then, is look at how well a person's functioning compared to others, and if they're not doing so well, try to help them.
