Is my mom Having Mental Issue?!

She Acted weird sometime in 2004 till now, she always like stop in the middle or final minutes of the thing she promised or confirmed to do and also like talk about cash, if you don't have cash then she will ignore you and go to the sister who can give money and follow the she daughter says or puppet =\ . lastly she like to destroy my happy days, few days ago she argeed to move out due to this neighbors noise at midnight and police did even work so now tomorrow is down payment day for the house so im happy and suddently she say don't need it and she say let's scold me she said =\. please tell me what kinda mental problems she has?
